You can simply logon into the PayPal website and open an account. The problem is you cannot accept payments using an account opened from Ethiopia. It appears that Ethiopia is not in the list of eligible countries for full fledged PayPal service.

Strangely, however you can make payments using your PayPal. The question remains, how can you make payments if you can’t receive payment first to load your wallet.

One work around is to apply for a MasterCard debit card from payment service providers such as Payoneer. Then you can add your card to your PayPal account and make payments through PayPal using funds from your card.
